Is it permissible for the Awqaf administration to transfer the usufruct of an endowment designated for a specific entity or to decline the allocated endowment amount?

It is permissible to transfer the benefit of an endowment to another entity if the circumstances of the originally designated entity have changed and it no longer needs it, provided that the endower did not stipulate that the benefit should never be transferred from it. However, if the circumstances have not changed and the need still exists, it is not permissible to transfer the benefit.
