Is it permissible to spend donations collected for the renovation of one mosque on another mosque due to the impossibility of renovating the first mosque?

If it is possible to disburse the donated funds to the specified entity, it is not permissible to transfer them to another entity. The disbursement of an endowment (waqf) must be for the entity designated by the endower, as long as possible, because the endower's designation directs it away from all others.

However, if disbursement to the designated entity becomes impossible, it is permissible to disburse to another entity that achieves the same purpose of the endower, such as disbursing donations for the renovation of a mosque that cannot be renovated to another mosque.

As for disbursing to another entity that offers a greater benefit, many scholars hold that it is permissible to disburse for what is of greater benefit, even if it contravenes the endower's condition; this is because the endower intends a greater reward, and the greater the benefit, the closer it is to their intention.
