Is it permissible to transfer building materials designated for one mosque to be used in another mosque?

If the mosque for which the endowment was made is in need of the endowment's funds, it is not permissible to transfer them to another mosque, in observance of the endower's condition. However, if there is no need, it is permissible to spend the surplus on another mosque, because the endower intended an act of devotion, which is achieved by doing so. It is permissible to change the endower's conditions to what is more beneficial, even if it differs with the change of times. So, if someone endowed for jurists and Sufis, and people needed Jihad, it would be spent on soldiers.
