What are the rights of the husband and wife, and must the wife return the dowry, the costs of the engagement gifts (shabka), presents, and travel expenses if she refuses to return to the marital home and requests a divorce without reasons?

If a wife requests a divorce without any harm (from her husband), the husband is not obligated to grant her request. He is permitted to refuse divorcing her until she returns the mahr (dowry) to him, or a portion of it. She is not required to return the entire mahr; it is permissible to agree upon the return of a part of it or even more. However, it is preferable for the husband not to take more than the mahr he initially paid. The jewelry (shabaka) is considered part of the mahr if it was stipulated as such or if it is customary. As for gifts and travel expenses, they are not considered part of the mahr.
