The answer

Zakat is obligatory on the amount that the sale settled upon and which the government paid as compensation for the land, by virtue of a court ruling, after one hawl (lunar year) has passed from the time it entered into ownership.

Debts are deducted from the land's price if the owner does not have other surplus funds to repay them. If what remains reaches the nisab (minimum threshold) and one hawl has passed over it, zakat becomes obligatory on it at a rate of one-quarter of one-tenth (2.5%).

If the land was a trade commodity before its expropriation, then the hawl of the money is the hawl of the land.
