The answer

Mere thoughts of lust do not necessitate (ritual bath) unless semen is discharged with certainty. For a virgin woman, the discharge of semen is considered to have occurred when it appears outside the vagina. For a non-virgin woman, it is considered to have occurred when it reaches the place she must wash for ghusl and (cleaning oneself after relieving oneself), which is what becomes visible when she squats for her needs.
