What is the ruling on a doctor writing a prescription for another person to obtain medicines for free, considering the varying financial situations of patients and the presence of health insurance?

In cases where social security law does not permit writing another person's name in place of the social security book owner, the doctor is not allowed to do so. This is based on the Prophet's (peace be upon him) saying: "Muslims are bound by their conditions," and because it involves lying and forgery, both of which are forbidden in Sharia (definition).
