Is it permissible to supplicate against an oppressive father or an oppressive mother?

It is not permissible to supplicate against one's parents, even if they are unjust, because that is an act of disobedience (uquq) and among the greatest of major sins. One must treat them with kindness and advise them to abandon sins. If they do not respond, then one should supplicate for their guidance and uprightness and entrust their affair to Allah.
