Is it permissible to violate the traffic law that prohibits more than five individuals in a car if the father refuses to abide by it?

Legally, traffic laws must be adhered to because they serve to realize benefits and ward off harms, and to avoid harm to oneself or to others, based on the saying of the Prophet, peace and blessings be upon him: "There should be no harm nor reciprocating harm." Violating laws that deter endangering people's safety, such as driving against the flow of traffic or running a red light, is not permissible even if a parent orders it, because obedience to parents is only in matters that do not entail harm. As for minor violations that do not cause significant harm, such as carrying an extra passenger beyond the allowed limit, a parent can be obeyed in such instances if there is a benefit and safety from punishment is highly probable. If the father insists on committing a minor violation while he is present, then the matter is left to him.
