Is 'iddah (the waiting period a woman must observe after the dissolution of her marriage) obligatory for a woman whose marriage contract has been solemnized but who has not moved to the marital home, and whose husband has not consummated the marriage with her, knowing that he used to visit her and hug and kiss her without complete, valid seclusion?

If there was no valid seclusion between the spouses such that intercourse could ordinarily take place, then the wife is not obliged to observe the 'iddah in the event of divorce. The wife is not permitted to seek a divorce except for a legitimate Shar'i reason, and she should ensure there is an overriding benefit before proceeding with it. She should also consult wise individuals and seek Allah's guidance through Istikhara.
