Is a husband entitled to prevent his wife from owning a mobile phone or to annoy her by receiving phone calls while he is at home?

It is not permissible for a husband to prevent his wife from speaking to others or possessing a communication device except for a legitimate reason, such as speaking with a non-mahram, or fear of corruption resulting from it, or neglecting a right of his. Praiseworthy jealousy is that which arises from suspicion, while blameworthy jealousy is that which is without suspicion. If he has no justification for preventing her, then there is no harm for her in owning the device or speaking on it without his knowledge. It is advised to foster trust and affection between the spouses, to assume good intentions, for the wife to avoid situations of temptation and doubt, and to strive for modesty and righteousness to gain her husband's affection and trust.
