What is the ruling on standing and praying in the row beside a child who has not reached the age of discernment?

It is permissible to stand in the prayer rows with an un-discerning child, and this was present during the time of the Prophet, peace and blessings be upon him. However, they must be controlled from fidgeting and harming other worshippers. As for his, peace and blessings be upon him, saying: "Let those of you who are mature and discerning stand closest to me," its intent is to encourage adult, intelligent people to come forward, not to keep children from their places.
