How can a Muslim girl who wishes to wear the hijab act if the circumstances in her country prevent her from doing so?

The hijab is an obligatory religious duty that must not be removed. Allah commanded it to protect women from harm and to avert fitna (temptation or discord), as stated in His Almighty قول: (O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garments. That is more suitable that they will be known and not be abused. And ever is Allah Forgiving and Merciful). It is preferable for a Muslim woman to stay in her home and not go out unless necessary, especially if she is subjected to harm because of the hijab.
