Is it permissible to combine the Dhuhr and Asr prayers due to the unavailability of a suitable place for prayer and the presence of music, and is it obligatory to repeat the prayer if the Asr call to prayer is made while one is preparing to leave?

It is not permissible to combine two prayers except for a legitimate Shar'i excuse, such as travel under specific conditions: that the traveler does not intend to stay for four days or more. It is also not permissible to go for recreation to places of vice, such as listening to singing and music. If two prayers are combined without a legitimate Shar'i excuse, then the Asr prayer — if it was combined as Jam' Taqdim (combining and praying the later prayer at the time of the earlier one) — is invalid according to the majority of scholars, because one of the conditions for the validity of prayer is the entry of its time. Therefore, the prayer that was combined as Jam' Taqdim without an excuse must be re-offered.
