Must a day from Ramadan be made up due to an error in sighting the crescent moon, and what is the opinion of the Council of Senior Scholars on this?

Whoever believes in the obligation of acting upon the sighting of the crescent moon in other regions based on its sighting in a specific country, must make up a day if the Kingdom of Saudi Arabia announces that Shawwal began on Saturday and not Friday. As for whoever believes that each country has its own sighting, they must act upon what has been established in their own country. It has been legally established in Saudi Arabia that the month of Shawwal began on the night of Friday, January 7, 2000 CE, with the testimony of five men, which made Friday the first day of Shawwal and Eid al-Fitr.
