The question

Have any scholars said that whoever doubts the sighting of the Shawwal crescent does not fast, and that he is permitted to compel his children to break their fast based on that? And what is the ruling on this action?

The answer

If we doubt the entry of the month of Shawwal due to not sighting the crescent moon because of clouds, it is obligatory to complete thirty days of fasting for Ramadan, and breaking the fast is not permissible. This day is not the "Day of Doubt" that is prohibited. The Sunnah has indicated the obligation of fasting the thirtieth day of Ramadan if the crescent moon of Shawwal is not sighted. On the authority of Ibn Umar and Abu Hurairah, may Allah be pleased with them both, the Prophet, peace and blessings be upon him, said: "If it is obscured from you, then complete thirty (days for it)." Ibn Taymiyyah clarified that the Imams agreed on fasting the day that is doubted at the end of Ramadan, and that the disliked "Day of Doubt" is at the beginning of Ramadan.
