What is the ruling on a wife asking her brother to marry the girl her husband wishes to marry, believing that he does not feel her femininity, and is it permissible to blame her for fearing people's talk?

The wife's acknowledgment of the husband's right to polygyny is commendable, and we advise her to accept the matter with patience and to be a good wife, seeking reward and preserving the family. As for one of the wife's brothers proposing to the girl whom the husband intends to marry, there is no objection to it, unless the husband has already proposed to her and she has accepted him. Otherwise, it is not permissible, because it falls under the category of proposing over an existing proposal, which is forbidden by Islamic law.
