Is it obligatory to follow a specific fatwa concerning the issue of one who abandons prayer, and does that affect the validity of fasting?

Neglecting prayer is a great danger, and the sin of abandoning it may nullify the reward of fasting. Although the fast of one who neglects prayer is valid and fulfills the obligation according to those who do not consider him an apostate, he must make up for the prayers he intentionally missed, according to the majority of scholars.
