Is it permissible to delay changing the photograph on a passport from one without a hijab to one with a hijab until the passport's expiry?

If you are using the passport before its expiration, you must change the picture in it, if allowed, as this is part of your complete repentance. However, if changing it is not allowed, or if you are not using it, then there is no blame upon you for not changing the picture until the passport's expiry date.
