Is it permissible to give zakat to people of innovation (Ahl al-Bid'ah)?

Scholars divide innovations (bid'ah) into those that entail disbelief (mukaffirah) and those that do not (ghayr mukaffirah). Innovations that entail disbelief expel their perpetrator from Islam, and thus, it is not permissible to give zakat (definition) to such a person. As for innovations that do not entail disbelief, they do not expel their perpetrator from Islam, and it is permissible to give zakat to him if he is among the deserving categories. It is stipulated that the poor (faqir) and the needy (miskin) must be Muslim. It is preferable to allocate zakat to people of obedience and piety, unless it is given to an innovator (mubtadi') for the purpose of winning him over (ta'lif). Zakat should not be given to someone who does not use it to obey Allah, such as one who does not pray, unless they repent.
