Is it permissible to collect donations from those whose situations have been described?

There is no objection to collecting donations from someone whose innovation has not reached the level of major disbelief, because he is a Muslim who will benefit from his charity in the Hereafter. As for someone whose innovation has reached the level of major disbelief, it is also permissible to collect donations from them, because it is not a condition for the one who gives charity to be a Muslim. Rather, a disbeliever is rewarded for his charity in this world by having his sustenance expanded and his torment alleviated in the Hereafter. Furthermore, jurists have permitted the endowment (waqf) of a disbeliever, so an endowment is not necessarily a pure act of worship that is invalid if performed by a disbeliever.
