If you intend by the promise merely a promise, then fulfilling it is mustahabb (recommended). But if you intend by it a vow (), then it becomes binding. The صيغة (formulation) of a vow can be any statement that expresses commitment to an act of worship (qurbah), and vocalizing it is a condition for the one who is able. Whoever vows an act of obedience to Allah, fulfilling it becomes obligatory upon him, based on the Prophet's (peace be upon him) saying: "Whoever vows to obey Allah, let him obey Him." If he is unable to fulfill it due to a continuous inability that is not expected to cease, then he must offer an expiation () similar to that for breaking an oath.
