Is it correct for a person to say, "He has been testing me for 30 years, and I am patient," intending that the Creator is testing him, considering that this constitutes an overstepping of bounds by the creature and a lack of manners with God?

Appropriate language must be chosen when speaking about Allah Almighty, out of reverence for the rituals of Allah. Maintaining proper etiquette with Him, the Exalted, necessitates avoiding the attribution of affliction to Him, even though everything that occurs is by His decree and destiny. If the speaker of the phrase was arrogant and conceited, or intended to self-aggrandize and impose upon Allah with his deeds, then he has committed a grave transgression.
