Is it permissible to pay a bribe to obtain a private driver's license for the purpose of travel and work as a guard, knowing that the profession stated in the contract is "driver" and the license will not be used for actual driving?

It is not permissible to offer a bribe to obtain a falsified driving license if the person is not skilled in driving and does not deserve it, because that is forbidden, deceit, and betrayal of the state. It also entails self-abasement and exposure to humiliation when the trick is uncovered. Forbidden acts are only committed out of necessity. The Prophet, peace and blessings be upon him, cursed the briber and the bribed. He also warned against false speech and false testimony, which is describing something contrary to its reality with the intent of deception and falsehood.
