What is the correct procedure for dealing with scattered remains of bodies after burying martyrs, and should one pray over them then bury them, taking into consideration the difficulty of identifying the owner of these remains?

Scholars have differed on the issue of praying over a part of a deceased person. The Shafi'is and Hanbalis hold that the ruling for a part is the same as for the whole, so one prays over it and then buries it. If the deceased was prayed over before burial, that does not preclude praying over their parts. These pieces should be buried next to the owner's grave if possible, and the grave should not be exhumed for them. If that is not possible, they should be buried wherever feasible.
