Is one who kills himself to be washed and prayed over?

The person who commits suicide should be washed, shrouded, prayed over, and buried with Muslims, because he is a disobedient sinner, not a disbeliever. The greater Imam and people of importance should refrain from praying over him as a denouncement of his act, while some Muslims should pray over him.
