How can a Muslim act with a sum of money remaining to him, to return injustices to their owners who could not be reached, especially since the state is deporting them?

If you search for the owners of the money and do not find them, and despair of finding them, then give the money in charity on their behalf. If you find one of them afterward, then give him the choice between letting the charity remain for him or giving him his money.
