Does a divorce issued by the husband in a state of anger count as valid, given that it was the third divorce?

It is advisable to present the issue to a trustworthy scholar so that he can ascertain the nature of the husband's anger, because the theoretical opinion that the divorce of an angry person does not occur is the preponderant one. However, practically and educationally, Sheikh Ibn Uthaymeen holds that it should not be issued as an absolute fatwa, fearing manipulation and frequent divorces. So, if the husband is righteous, the divorce does not occur. But if he is negligent and wishes to take his wife back by any means, then the fatwa should be that it does occur; and this is from the perspective of managing people's affairs.
