What is the ruling on the procedure of tubal ligation for the wife, taking into consideration her suffering from psychological and physical illnesses, the husband's mistreatment, the difficulty of raising daughters, and her apprehension about giving birth again?

The husband is advised to treat his wife kindly, be patient with her, and raise his daughters well, while being cautious of anger, as it is the key to evil. The wife is advised to treat her husband kindly, not seek divorce, be patient, seek help from Allah, and take steps to treat her illnesses. It is permissible for her to undergo tubal ligation if pregnancy would cause definite harm to her or her children, and if no temporary means of birth control are available. Sheikh Ibn Baz issued a fatwa permitting this if doctors confirm the harm and the husband gives his consent.
