What is the ruling on deleting all posts of a committed member on an Islamic da'wah website at his request, and is he entitled to that given the presence of posts by other members in his topics, knowing that there are no Shariah violations?

If a member is unable to delete their posts after a certain time, and there is no agreement that the forum will respond to deletion requests, then you are not obligated to respond as long as the topics are free from anything that is forbidden.
