Matters of magic and the evil eye are subtle, and one should not exaggerate them, nor is it permissible to attribute every deprivation to them. Rather, a Muslim must exert religious efforts such as believing in Allah, relying on Him, and fortifying oneself with supplications and legitimate ruqyah. One must also exert natural efforts for marriage. A Muslim woman should seek a righteous man of good character and religious commitment. People vary in these qualities, and one should seek the most complete and ideal until one finds a moderately righteous person. Marriage to a transgressor (fasiq) is valid according to the majority of scholars, but one should not accept him if someone better is available. For cases of necessity, such as the absence of righteous men, there is consideration in Islamic law. Scholars have stipulated the acceptance of a transgressor’s testimony when righteous individuals are scarce, the validity of a transgressor’s guardianship and the enforceability of his rulings, and the validity of his being a wali (guardian) in marriage.
