Is it permissible to give zakat al-mal to the husband's mother?

It is permissible to give zakat to a woman if she is among the deserving categories mentioned in the verse, "Indeed, [prescribed] charitable donations are only for the poor and the needy..." (Quran 9:60), provided that she is not sufficiently provided for by the one obligated to support her, such as a husband or son, if she is poor or needy.
