What is the ruling on money stolen from banks, stores, and supermarkets in non-Muslim countries, and is repentance accepted without returning these rights, given the impossibility of doing so?

The thief's ignorance of the unlawfulness of theft does not absolve him from guaranteeing the restitution of the stolen money. It is not necessary to inform those from whom the money was stolen; rather, it suffices to deliver the money to them through indirect means. If this is impossible or the owners are unknown, the money should be spent on public welfare and charitable causes.

If the full amount of money is not available, one must pay what is possible and resolve to pay the rest.

Injustices between a Muslim and a non-Muslim are not nullified by the non-Muslim's disbelief. Instead, the Muslim's responsibility remains until Allah settles the matter on the Day of Resurrection, in accordance with His saying, the Almighty: "And We place the scales of justice for the Day of Resurrection, so no soul will be treated unjustly at all. And if there is [even] the weight of a mustard seed, We will bring it forth. And sufficient are We as கணక్కாளர்கள்." (Al-Anbiya: 47), and in accordance with the saying of the Prophet, peace be upon him: "Creation will seek retribution from one another, even the hornless from the horned, and even the atom from the atom."

Disputes on the Day of Resurrection encompass all those who quarreled in this world. It is possible that retribution will be sought for the non-Muslim from the Muslim before the Muslim enters Paradise, but the exact nature of this retribution is known only to Allah.
