Is it permissible to deal with the Tunisian Tadamoun Bank, which funds micro-projects with an interest rate not exceeding 5%, knowing that the guarantee for the money is a certificate? Or is this considered usury? And is there another bank in Tunisia that operates under the Murabaha system?
The ruling on dealing with this bank has been previously clarified. The loan it provides for purchasing equipment is considered a usurious and forbidden loan, based on the Prophet's (PBUH) saying: "Allah has cursed the one who consumes Riba (usury) and the one who feeds it." This loan is forbidden, whether its guarantee is the applicant's certificate or anything else, and the one who applies for it is sinful. If a Muslim cannot find a bank that deals with lawful transactions, they should not resort to what is forbidden. And whoever abandons something for the sake of Allah, Allah will compensate him with something better, as Allah Almighty says: "And whoever fears Allah – He will make for him a way out."
