Is it obligatory to repeat the recitation of the Qur'an when in doubt about seeking refuge from Satan?

Seeking refuge with Allah before reciting the Quran is recommended, not obligatory, according to the majority of scholars. If one forgets it, they do not go back to it or repeat the recitation, because it is a sunnah whose time has passed. However, outside of prayer, if one forgets it and begins reciting, they may seek refuge with Allah and then continue reciting.
