The default is that the wedding banquet (walimah) is the responsibility of the husband, because he is commanded to do so, based on the Prophet's (peace be upon him) saying to Abd al-Rahman ibn Awf: "Hold a wedding feast, even if it is with a single sheep." If the walimah is provided by the husband, or jointly by the husband and the wife's family, then accepting the invitation to it is obligatory. However, if it is solely provided by the wife's family, and the husband will hold a walimah later, then accepting the invitation is not obligatory, but rather a sunnah (recommended). It is permissible for the husband and wife to share in the walimah, or for the wife's family to undertake it, and the expenses of the marriage are according to the agreement. If a dispute arises, the walimah is the husband's responsibility, and the expenses of other celebrations are subject to mutual agreement.
