A woman's gaze at foreign men with the intention of pleasure or with fear of lust is Haram (forbidden) by the consensus of jurists, because it is a type of zina (fornication/adultery). As for her looking at them without lust or pleasure, the majority of jurists permit her to look at what is not their awrah (private parts), which is the area above the navel and below the knee, if there is no fear of fitna (temptation). A woman's attraction to men is natural, but it does not justify forbidden looking or keeping their pictures. She must strive against her soul, lower her gaze, and delete pictures of foreign men from her phone.
