Blood money (Diyya) is wealth like any other inherited wealth; it is divided among the heirs according to the Islamic legal distribution, and the wife has a right to it. The deferred dowry (mu'akhkhar al-sadaq) is a debt that takes precedence over the rights of the heirs, based on the Almighty's saying: "from after any will he may have made or any debt." Therefore, the deferred dowry is taken first from the compensation, and then the remainder is divided among the heirs. It is advisable to be lenient regarding the deferred dowry if it will cause problems with the heirs.
