Is it sufficient to sprinkle water on the leg hair when performing ghusl for janabah, or must they be rubbed?

If the hair is thin and water reaches its roots without needing to be run through (takhleel), then running it through is not obligatory. However, if it is thick and water does not reach unless it is run through, then running it through is obligatory, because it is obligatory for water to reach the roots of the hair during ghusl (ritual bath). The proof for this is the Prophet's (peace and blessings be upon him) saying: "Whoever leaves a hair's breadth of janabah (state of ritual impurity) that water has not touched, Allah will do such and such to him." And his saying: "Under every hair there is janabah, so wash the hair and cleanse the skin." As for rubbing (dalak), it is desirable (mustahabb) but not obligatory if one is certain that water has reached the body. It is important to inspect the roots of the hair and take care of them during ghusl.
