Is it permissible to suffice with wiping over the hair without running water through it when performing ghusl from janabah due to the difficulty of washing it completely?

In ghusl (ritual bath) from janabah (state of ritual impurity), the entire body, including the hair, must be washed. This involves pouring water over the hair and ensuring it reaches the skin beneath. Merely wiping the hair is not sufficient. When the Messenger of Allah, peace and blessings be upon him, performed ghusl from janabah, he would begin by washing his hands and private parts, then perform ablution as for prayer. After that, he would insert his fingers into the roots of his hair and pour three handfuls of water over his head, then pour water over the rest of his body. It is obligatory to ensure water reaches the skin beneath the hair, even if the hair is thick. Sheikh Ibn Baz advised women to pour three handfuls of water over their heads so that the water covers them, without needing to undo their braids.
