If your uncle is eligible for zakat, then pay your zakat to him, as he has a greater right to it than others. Charity given to a relative is both charity and strengthening of kinship ties. It is permissible to transfer zakat from the country where the wealth is located to another country when there is a need or a prevailing benefit, such as when the people in the other country are poorer, or because the zakat payer has poor relatives there, or needy students of knowledge. This opinion is the preponderant one and is acted upon. It is permissible to transfer zakat and what is similar to it for a legitimate religious benefit.
