Is taking an extra day off from a government job, with the manager's permission, permissible or forbidden?

If the hospital director is authorized by a higher authority to grant leaves to the employees under him, then it is permissible to take and utilize such a leave. However, if he does not possess these authorities, then it is not permissible for him to grant it, nor for it to be accepted and utilized.
