What is the pubic hair meant to be shaved; is it that which is above and below the penis, or is it that which is around the anus?

It is required to shave the hair growing around the anal sphincter for cleanliness. Some scholars have considered this to be included in the term 'pubic hair'. Imam Al-Nawawi said: "It is recommended to shave all hair on the front and back private parts and around them."
