Whoever intends to stay in a country for four days or more is no longer considered a traveler, and the rulings of a resident apply to him. Therefore, whoever stays in Mecca, whether coming for Hajj or Umrah, for four days or more, must complete the prayer and is not allowed to avail himself of the concessions of travel. However, whoever does not intend to stay for this duration may avail himself of the concessions of travel, such as shortening the four-rak'ah prayer to two rak'ahs, unless he prays behind an Imam who completes the prayer, in which case he must complete it with the Imam.
