Is reckless and negligent driving unlawful (haram), and is a reckless driver considered a killer if their driving causes the death of a person?

Reckless driving is forbidden in Islamic law, due to the danger it poses to lives and property. This is also considered a violation of traffic laws, which must be adhered to unless they contradict Islamic law. If recklessness leads to death, it is classified as accidental killing, and the driver must offer expiation (freeing a Muslim slave or fasting for two consecutive months for each person killed). The driver's Aqila (male relatives on the father's side) must pay the blood money for the deceased.
