Is it permissible to sell an inherited house if one of the heirs refuses to sell because they have no other shelter?

The heirs share in the inheritance according to their respective shares. If the property cannot be divided without harm, its division is called "partition by mutual consent" and requires the agreement of all partners. If one of the partners requests the sale and the other refuses, the one who refuses is compelled to sell. If they still refuse, the ruler intervenes, sells the property, and divides the price. Some scholars have held that this is a consensus.
