What is legally considered for sunrise times and temporal timings in general is direct observation. There is no evidence to consider the temporal time it takes for light to reach our eyes. The sunrise time recorded in approved calendars is based on the appearance of the first edge of the sun to the naked eye, and it is permissible to rely on them legally if they are issued by trustworthy sources.
