When is the time of the true dawn established?

The true dawn (al-Fajr al-Sadiq) is the horizontal whiteness across the horizon from north to south. Legal rulings are tied to it, such as abstaining [from food and drink during fasting] and the time for Fajr prayer. Whoever does not see it due to obstructions should rely on reliable calendars.
