What is the ruling on someone who hit a car on the highway and fled the scene of the accident for fear of legal accountability due to not possessing a driver's license, knowing that the damages were very slight and there is no evidence of the death of the other driver? Is expiation or blood money incumbent upon him with the intention of repentance?

These doubts and whispers are from Satan, and one must turn away from them and pay them no heed. No expiation (kaffarah) or blood money (diyah) is required. Rather, he is obligated to cover the amount of damage that occurred to the other party's car. Its determination should be referred to experts. If he cannot reach the owner, he should donate the equivalent value of the damage to the poor and needy. The best cure for these whispers is to completely turn away from them, for whoever listens to them will find them increasing until they drive him to the point of madness.
