What is the ruling on dealing with the "RapidShare" website and similar sites, and what is the ruling on creating accounts for members therein, knowing that it is used to upload beneficial and forbidden materials, and does the agent bear the burden of the member's use of the account for forbidden matters?

It is not permissible to allow any member to publish content that violates Islamic law, and clear conditions must be established to prevent this. Anyone who does so should be prohibited, and there is no sin for what is hidden. If this is achieved, then creating accounts is permissible; otherwise, it is obligatory to investigate and not create an account for anyone who is predominantly thought to use it for impermissible acts.
